Abstract
The energy transition faces a dual challenge: accelerating renewable infrastructure buildout while maintaining procedural fairness and local legitimacy. In the United States, large-scale wind and solar projects confront rising local opposition, slow permitting timelines, and fragmented regulatory authority. This article evaluates New York State's 2020 Accelerated Renewable Energy Growth and Community Benefit Act, a policy experiment that paired centralized siting authority with mandated compensation for host communities. This policy design, here termed compensated centralization, shifted final approval for large renewable projects to a state office while requiring a standardized benefits program shaped through public comment. Drawing on qualitative coding and network analysis of stakeholder input, the paper assesses which positions expressed during the participatory period were incorporated into the final rule and how early project approvals reveal the policy's maturation. Although the state established a uniform per-MW benefits floor, many localities negotiated additional community agreements on top of the standardized ones. The new centralized policy therefore curtailed local veto power while creating a regulatory regime that fostered engagement between communities and developers. New York's framework prioritized material compensation over structural participation, an approach that stands in contrast to European models of shared ownership or co-design. New York's policy experiment models one pathway for states facing federalist constraints where mandates to build more coexist with demands for local legitimacy and host community compensation.
